The loader decides everything else, so settle that first. This guide explains Forge, Fabric, NeoForge and the hybrids and which one a given pack needs. Modpacks install from the panel, and anything not in the list can be installed manually.
One expectation worth setting: modded servers are limited by single-thread CPU speed far more than by core count, so a heavy pack behaves differently from a vanilla server of the same size. Sizing a modded server covers the numbers, and whether your players need the mods too is the question that catches most people out.

Modded servers are the most memory-hungry thing we host, and a modpack that will not start is usually short of RAM rather than broken. Our Supreme and Ultimate Minecraft plans are the ones sized for heavy modpacks.
